Alright This works when the npc's Alyx and Eli get stuck once you have met with Eli on White Forest base and he is supposed to go into the elevator, or even later when Alyx get stuck in another elevator, whenever you want really. All you have to do is bring up your console (make sure you setted your key to open it and you allow it in advanced option's under keyboard) you will then want to type sv_cheats 1, then look at the stuck npc and type again in the console npc_select you must look to the inside of the elevator (better be the ground) and type in console npc_teleport.
